ABSTRACT

This chapter provides a Canadian definition of homelessness and discusses the impacts of Canadian federalism, the third sector, and distinctive facets among Indigenous peoples. The chapter outlines some modest successes. But no jurisdiction takes responsibility for its resolution. Housing needs to be affordable and available, supports for those who need them need to be adequate, and the risk factors that lead to homelessness needs to be adequately funded, staffed, and utilized so that cycles of chronic homelessness do not continue to contribute to what feels to many to be a wicked – or difficult to resolve – problem.
