ABSTRACT

The chapter examines the status conceptual framework of homelessness in Chile. It tracks the evolution of public policies for the homeless in Chile from 2006 to 2021 as set in the specific Latin American and Chilean context. The results show that there has been a methodological shift in the approach to addressing homelessness, and a human rights approach has been incorporated, creating a new standard of intervention. In order to effectively address the challenges facing homelessness in Chile, the chapter concludes with recommendations to the Chilean government: first, to enact a law that ensures the permanence of public policy programmes for homelessness; secondly, to increase public investment in social programmes and improve the public–private partnership model; and finally, to implement an evaluation system to measure the impact of these programmes.
