ABSTRACT

Homelessness is a global social problem and will worsen in developing countries like Nigeria if no concerted effect is taken. This chapter provides a platform to address the scale of homelessness in Nigeria and insights into policy interventions designed to tackle, prevent, and mitigate homelessness. The chapter exposes that there is no legal, institutional framework to manage a Nigerian citizen who becomes homeless, and owning a habitable home is still an unachievable goal for many LIEs and disadvantaged citizens. This calls for concern and action. The chapter identifies the root causes of homelessness and reviews Nigeria’s affordable housing policies and programmes to date. Integrated and all-inclusive ‘pro-poor’ home policies and revamping existing interventions via public housing institutions at all government levels are suggested.
