ABSTRACT

The chapter describes and analyzes the challenges and good practice in homelessness services in Germany. The focus is on a social work perspective. The legal and institutional framework for supporting homeless people and people at risk of homelessness is presented, and it is shown that the very high potential of the German support system, compared to other European countries, has not yet been fully exploited: a gap between theory and practice can be observed. Also, uniform nationwide data has only been collected since 2022, and the development of a first national strategy to overcome homelessness started in 2023.
