ABSTRACT

This chapter explores homelessness in Spain and does so in four steps. It first introduces the concept and scope of this phenomenon in the country, highlighting a lack of reliable data, addressing, in particular, the phenomenon of hidden homelessness, and focusing on homelessness as a complex phenomenon on the rise. Secondly, it analyzes the existing legal and policy framework, and thirdly, it refers to existing measures to prevent and tackle homelessness and what Covid-19 measures have taught us. The chapter concludes by reflecting on challenges and recommendations for combatting homelessness in the future in Spain.
