ABSTRACT

In this chapter, we explore the ebb and flow of laws, policy documents and technical guidance in influencing sexual rights around the world, and the critical role that civil society movements have played in influencing each of these spheres. From a positive perspective, civil society organisations have promoted an expansive and inclusive understanding of sexual rights. Yet social movements have also been responsible for much of the recent backlash against sexual rights. Alongside increasing conservatism, populism and religious extremism from those movements seeking to undo the progress that has been made, there exist tensions within and between ostensibly progressive movements, in part due to how sexual rights are framed, embedded and understood. While national governments have ultimate responsibility for ensuring the conditions that will enable people to flourish, social movements are instrumental in ensuring that appropriate systems and support exist so that, with due attention to sexual rights, sexual health and sexual pleasure, there can be a better and more secure future for all.
