ABSTRACT

Corruption, in one most visible way, is related to the abuse of public trust for private benefit by discriminating or excluding other helpless members of the society from enjoying the opportunities, goods, and services provided by the state. Both economically and socially, it affects the poor most. By reviewing literatures on corruption, the chapter attempts to figure out the fundamental causes of corruption. Further, it investigates the dynamics and sustenance of rampant corruption at the implementation level of government development policies and programmes by taking the case of tribals in the Senapati district, Manipur, and also attempting to explore the means for deterrence.
