Moscow is located in the west of European Russia, on the River Moskva. It is connected to the Volga river system by the Moscow–Volga Canal. Moscow was restored as the Russian and Soviet capital in 1918. On 27 June the Municipal Duma confirmed Luzhkov’s appointment to a fifth mayoral term. In November police suppressed a further unauthorized opposition rally, prior to elections to the State Duma (the lower chamber of the federal legislature) on 2 December. On 11 December 2010 several thousand extreme nationalists clashed with police in Moscow during protests against the recent killing of a football supporter by a group of men from the North Caucasus. In 2020 the economically active population numbered 7,128,934, when the rate of unemployment, at 2.6%, was the second lowest in the Federation, after that of the Yamalo-Nenets Autonomous Okrug, while the average monthly wage was 100,070 roubles.
