ABSTRACT

In France, the Executive is looking for political legitimacy in the eyes of local actors. This new phenomenon dates back to the great national debate and the yellow vest crisis. It may be explained by the fact that the national authorities consider that the strongest legitimacy is that of the local authorities and try to strengthen theirs by reaching agreements with them. That trend is related to the disconnection created by the end of the possibility to hold multiple offices, which put an end to the local and national legitimacy that Parliamentarians used to have concurrently.
