ABSTRACT

Relations between local authorities and the executive government in France have never been easy. The end of cumulative mandates, which had the merit of electing Members of Parliament with extensive experience as local councillors, didn’t make things any easier. Since the election of Emmanuel Macron, relations have deteriorated, with the current president not making local authorities a priority of his action. Fortunately, the Senate has remained the chamber that ensures this representation of local authorities. But today, I feel we need to invent a new mode of exchange and organisation to foster relations and discussions between local authorities and the executive branch of government.
