ABSTRACT

This chapter examines the implementation of SDG 16 on Peace, Justice, and Strong Institutions through a Women, Peace, and Security (WPS) lens. We argue that the WPS and the Goal 16 agendas share much in common, from a set of overlapping goals to similar shortcomings. Thus, there is potential for deconfliction and mutual reinforcement. However, while both agendas rely on the cross-cutting work of organizations and civil society, the institutional focus of the WPS agenda has favored police and military organizations, which do not have the best track record of improving security outcomes for the most vulnerable and/or marginalized actors during all phases of conflict. After providing an overview of the WPS agenda and its key milestones, we establish entry points for the fulfillment of SDG 16, identify implementation challenges, and explore the ways in which SDG 16 and the WPS agenda could be mutually reinforcing. The chapter closes with recommendations aimed at improving the implementation of SDG 16 through political and military participation.
