ABSTRACT

As the supreme body of the CIS, on which all member states are represented at the level of head of state, the Council considers issues relating to the co-ordination of Commonwealth activities and the development of the Minsk Agreement. This Council convenes for meetings at least once every three months; an extraordinary sitting may be convened on the initiative of a majority of Commonwealth heads of government. On 8 December 1991 the heads of state of Belarus, the Russian Federation and Ukraine signed the Minsk Agreement, providing for the establishment of a Commonwealth of Independent States. The member states of the Commonwealth are immediately entering into negotiations with one another and also with other states which were formerly part of the USSR, but which have not joined the Commonwealth, with the aim of ensuring guarantees and developing mechanisms for implementing the aforementioned treaties.
