ABSTRACT

The Tokyo Metropolitan Government and the national government of Japan held the Olympics without spectators during the Covid-19 pandemic after a year’s postponement. There was much debate about the pros and cons of hosting the Olympics under a pandemic. There were also many discussions and conflicts regarding the cost of the Olympic venues and other issues, but both parties cooperated in holding the Olympics. A number of Olympic facilities remained in the coastal area of Tokyo. With these facilities as a stimulator, urban activities in Tokyo are becoming even more active. What is the legacy of the Tokyo Olympics?
