ABSTRACT

India has the second largest higher education system in the world. It has a gross enrolment ratio (GER) of 26.3 per cent in 2019, and it aspires to achieve a target of 50 per cent GER by 2035. At present, about 78 per cent of the higher education institutions (HEIs) are privately managed, and they account for about 66 per cent of student enrolment. India provides a big market for private (non-profit and for-profit) higher education to domestic and foreign students. This chapter delves upon some international experiences and seeks an in-depth analysis of issues related to for-profit and not-for-profit HEIs. On the basis of theoretical and empirical studies on higher education, this chapter provides some reflections on the prospects of for-profit and non-profit private higher education in India.
