ABSTRACT
The Convention on the Rights of Persons with Disabilities CRPD), and the publication of the World Report on Disability, has paved the way for framing disaster mitigation plans and the laws that are inclusive of disabilities. The Disaster Management Act 2005 and policies have not provisioned for Disability Inclusive Disaster Risk Management Plans for building resilient communities in India. The author highlights the need to harmonise all laws including those on Disasters to the CRPD and focus on reducing the barriers – physical, attitudinal, social and economic that ensures that no one is left behind when the storm comes.
