ABSTRACT

Mega-sporting events (MSE) are inherently collaborative events whose delivery depends upon the efforts and interplay between many diverse stakeholders. Key actors include the awarding sport governing body; the relevant national or member association for the MSE in question; international and national federations for multi-sport events; all levels of government; myriad private sector bodies, including venue owners, sponsors, broadcasters, licensees, contractors and suppliers; and civil society actors, as well as athletes, coaches, officials, workforce, volunteers, fans, local residents and more. The delineation of roles and responsibilities and the effective management of the interdependencies that exist between these actors are central to the successful delivery of each MSE and the extent to which it succeeds or fails in respecting human rights as outlined in the United Nations Guiding Principles on Business and Human Rights. Bringing these spokes together and cohesion to the whole endeavour is the local organising committee (LOC). This chapter explores the role of LOCs, with a focus on how human rights play in that process.
