ABSTRACT

This chapter examines the recent extensive development of the Manpower Services Commission (MSC) itself and to identify the interventionist ideology and practice in the current recession. Crucially, ‘the transition from school to work’ signifies more than a procession of innocents; it represents a critical stage in the cycle of reproduction of labour power. Fundamental conflicts arising from the pursuit of ‘industrial efficiency and competitiveness’ and the marginalisation of its ‘casualties’ are now immediately precipitated upon and incorporated by the state. By 1978 it was apparent that the MSC’s faith in economic growth as a provider of employment opportunities was becoming qualified.
