ABSTRACT

The aim of the chapter was to conduct a situational analysis on social work field practice in Tanzania mainland through the social work schools Tanzania Association of Social Workers and Association of Schools of Social Work. The findings revealed that the Department of Social Welfare provides technical support to social work education as a government organ, all social work training's curricula have accommodated field instruction courses and field practice, there is a shortage of qualified social work instructors, and all social work trainings conduct field work practice. However, the challenge remains with the social work field placement agencies as most of the intended field agency supervisors are non-social workers and others are under-qualified compared to the students. The shortage of social workers necessitates that non-social workers supervise social work students. Moreover, in field work students are placed in lower and routine tasks rather than management and macro practice. It is recommended that there should be staff capacity-building, an effective connection made between the social work training institutions and field practice agencies, and establishment of a social work education council.

Lengo kuu la chapisho hili ni kufanya uchambuzi wa kina juu ya utekelezwaji wa elimu ya vitendo wakati wa mafunzo ya ustawi wa jamii (amara jamii) nchini Tanzania kwa kuangalia vyuo husika, chama cha wataalam wa ustawi wa jamii (TASWO) na chama cha vyuo vinavyotoa elimu ya ustawi wa jamii (ASSWOT).

Tafiti mbalimbali zimeonyesha kuwa Idara Kuu ya Ustawi wa jamii (DSW) ambayo ni Idara kuu ya Selikari ndio msimamizi wa mkuu wa uratibu wa huduma na elimu ya ustawi wa jamii nchini Tanzania kwa mujibu wa sheria na miongozo mbalimbali, hivyo basi Idara ya Ustawi wa jamii imekuwa ikitoa miongozo na ushauri wa kitaalam kuhakikisha kuwa mitaala yote ya elimu ya ustawi wa jamii imejumuisha elimu kwa vitendo. Japokuwa vyuo vyote vinavyotoa elimu ya usatwi wa jamii vinazingatia elimu kwa vitendo lakin kwa upande mwingine utekelezaji wa elimu kwa vitendo umekuwa ukikabialiana na changamoto mbalimbali ikiwemo upungufu wa walimu walionasifa stahiki na wakati mwingine wasimamizi wa wanafunzi wa vitendo katika taasisi husika hawajosomea mambo ya ustawi wa jamii. Pia, wakati mwingine taasisi huwapangia wanafunzi wa elimu ya vitendo majukumu ya madogo au ya kiutendaji zaidi ambayo hayahusiani na huduma za ustawi wa jamii.

Chapisho hili limetoa mapendekezo ya kujengea uwezo waalimu wa ustawi wa jamii na wasimamizi wa wanafunzi wa vitendo, pia kuongezwa mahusuiano ya karibu kati ya vyuo vya ustawi wa jamii na taasisi zinazopokea wanafunzi wa vitendo. Mwisho TASWO kwa kushirikiana na Idara kuu ya Ustawi wa jamii kufanikisha upatikanaji wa sheria na baraza la kusimamia elimu na huduma za ustawi jamii nchini Tanzania.
