ABSTRACT

This chapter reviews some of the proposals that have been put forward for a constitutional settlement of the current political crisis in South Africa. The kinds of political structure that have been proposed by the advocates of a constitutional settlement in South Africa can be classified according to a number of criteria. The state-like bodies possess a measure of autonomy guaranteed by the constitution and is represented as corporate entities in the central government. Whereas group-oriented constitutional proposals begin from the assumption that group identity must take pride of place, individual-oriented proposals start from the premiss that the individual, regardless of ethnicity, forms the basic constituent element of a future South African state. The proposals that have so far been examined have focused on reform at the centre of the South African political system. But there have also been proposals that advocate initiatives at the regional level.
