ABSTRACT

Solid waste management is one of the crucial sectors in urban sustainability. However, solid waste management received little attention among Indonesian municipalities and current regulations have not been successfully assisting local government towards advances of the sector. Surabaya City has shown cases of improved solid waste management practices in Indonesia. The success of Surabaya City seems closely linked with its policy development over time. After decades of adopting the collect-transport-waste practice, Surabaya City Government had to change its policy on waste management to the reduce-reuse-recycle mode. The cooperation with non-state and international actors contributed significantly to the advances of solid waste management. Besides, the progression of solid waste management in Surabaya was also attributed to leadership. The chapter reveals the policy development of Surabaya City in solid waste management using a path dependency point of view. The chapter contributes to the development of urban sustainability by examining advances in solid waste management in Surabaya City. Lessons learned from Surabaya City’s advances in solid waste management for urban sustainability show that cooperation with non-government actors’ progressed solid waste management beyond previously existing regulations.
