ABSTRACT

Through observation and lived experience in Melbourne, Australia, the chapter examines the impact of a lengthy lockdown on those with privilege and those without. Although every resident of the city was affected, as in other countries there was a disproportionate impact on the most marginalised groups. After discussing general restrictions and excessive surveillance, the chapter turns to narrating the unconscionable process of immediate lockdown on social housing tenants and pointing to the devastation wreaked on those deemed voiceless and powerless. Drawing on the strengths of the structurally disempowered who are subject to racism is proposed as a way forward for future crises.
