ABSTRACT

This chapter is an attempt at understanding how the state of Bihar has addressed the question of poverty and deprivation through primary institutions of Gram Panchayats during the time of the pandemic. It tries to put forward an assessment of various welfare measures implemented during Covid-19 based on the telephonic interviews with various key informants. The chapter also tries to argue how and why post-pandemic Bihar should be re-thinking on strengthening institutions of local self-governance to address poverty through social protection measures.
