ABSTRACT

The chapter presents a model to assess effectiveness in governments’ countering violent extremism (CVE) programs to deradicalize violent ideological extremists and their supporters. A scoring system is applied to measure programmatic effectiveness on a scale of 1 to 100. In governments’ counterterrorism programs it is crucial to accompany coercive measures with conciliatory ones that attempt to address the conflict's root causes, which are necessary for long-term terrorist insurgency resolution. This model is intended to provide government, academic and public policy analysts with the capability to conduct such assessments in order to identify strengths, weaknesses, and gaps in governments’ counterterrorism campaigns effectiveness.
