81It is clear that global policy on the Democratic People’s Republic of Korea (DPRK) has comprehensively failed. If the US and South Korea wish to challenge China’s hegemony over the DPRK, they must be more flexible in engaging Pyongyang, offering stronger incentives since punishments have proved ineffectual.
