ABSTRACT

This article presents a critical analysis Building Codes of Pakistan; Fire Safety Provision 2016 which is based on National Fire Protection Association (NFPA-1). Fire hazard is one of the key disasters that can pose significant threat to human life and property. Fire safety is a challenging issue that has taken a kay role in building codes in last several decades. Many countries have adopted the performance-based approaches, are taking over the prescriptive based approaches for fire safety codes in buildings. It is concluded through critical analysis of PBC; FSP-16 that most of the buildings construction, industries and business areas(markets) in Pakistan is vulnerable to fire due to insufficient application of fire safety codes and absence of fire safety authority at National level to have check over. There should be an authority for fire codes enforcement and check and balance of designs, tools and demonstrate codes to enforce, by vesting powers to Authorities Having Jurisdiction cannot only accomplish the goal of FSP-16. A proper mechanism for reviewing an updating these provisions should be adopted. And Fire Safety Codes and Standards should be explained clearly for each facility.
