ABSTRACT

After one of the most notable cyclones, Gorky, the Government of Bangladesh prepared a master plan for the construction of cyclone shelters along the coastal belt. To provide shelter during cyclones, around 4,000 Multi-purpose Disaster Shelter (MPDS) have been built across the country. The Cyclone Shelter Construction, Maintenance and Management Policy 2011 outlines the standards and guidelines for shelters including the facilities to be ensured for all its users. But there are some gaps in the O&M schemes that are being practiced. All the facilities that must be ensured are sometimes missing. Based on the available literature review it can be said that the current O&M scheme must be improved. The school schedule may be updated as well, based on the time cycle of the cyclone. Because of the recent Covid-19 situation, shelter space cannot be utilized to its full capacity. Necessary steps to fight against this situation is also paramount. Some previous studies and projects aimed to find out the condition of the existing MPDSs. But a proper, comprehensive and broad study on the existing O&M practices, building health, the satisfaction of the users is a must to develop a sustainable O&M protocol for the MPDSs.
