ABSTRACT

The Sendai Framework (SFDRR) has three specific system development targets. Target E focusses on building national and ‘local’ DRR strategies that were to have been achieved by 2020, to be implemented during the “decade of action” 2021-2030. Two other related system building targets were Target G ‘increasing availability and access to multi-hazard early warning systems’ (MHEWS) and disaster risk information/ assessments and target D ‘reducing direct damage to critical infrastructure and basic services disruption’.

The paper reviews the progress made and continuing gaps on DPRR in context of SDGs and Climate Change Adaptation, the progress made on each of these three targets, gives specific examples from different regions worldwide, suggests specific strategies to accelerate action on these targets, recommends formulating and monitoring interim targets to be achieved by 2023 during the SFDRR mid-term review.

The paper welcomes innovative approaches such as modifying agendas in case of slower than expected progress (E.g. Target E); supplementary regional targets such as in Africa and linking DPRR and CCA as in the Pacific, promoting disaster resilience in critical infrastructure and proposes approaches to accelerate implementation of Targets E, G, and D in the second half of the implementation decade to make significant progress by 2030.
