ABSTRACT

This chapter focuses on both the need for and importance of performance improvement when it comes to information technology. It points out that there are many promising tools that will help address the need for better information technology improvements. The printing press was arguably the beginning of the information revolution, so it's possible to argue Johannes Gutenberg was the grandfather of modern information technology (IT). In many people's minds, IT was about supporting pre-existing initiatives and enabling new efficiencies. The public sector continues to fall behind the private sector in both performance and effectiveness. The FPMP taught federal leaders a great deal about where specific difficulties arise in public sector performance management. Performance measurement is critically important in determining if a program, department, or agency's outcomes or outputs are relatively effective, efficient, and equitable. Performance measurement is viewed as the process of collecting, analyzing, and reporting data regarding an organization's performance.
