ABSTRACT

When one considers disasters and terrorist attacks, it is logical to reflect on the important role of emergency managers and other specific personnel associated with homeland security. While professionals in these areas are indeed increasingly important and even indispensable, there are many others that anticipate and react to events that produce injuries, death, damage, and disruption. The frequency, scope, and repercussions of both natural, technological, and anthropogenic disasters is increasing, and entities promoting safety and security of citizens now face more novel and complex challenges than in the past. Recognizing the broad and far-reaching causes and consequences of disasters, Craig Fugate, the FEMA Administrator in 2011, stressed the imperfections associated with only applying a government-centric approach. To successfully implement the Whole Community approach, further understanding of the contributions of various professionals along with their potential strengths and weaknesses will be required.
