ABSTRACT

This chapter begins with a brief history of public administration highlighting the major events that solidified the field as a major area of study in terms of administration and management of government. Our world history is filled with natural disasters that have devastated population centers. From early disasters like earthquakes in Antioch, AD 526 and Aleppo, AD 1138, to cyclones, typhoons, tsunamis, volcanoes, and floods all have caused devastation to population centers. Public Administration is simply and intricately the art, science, and profession of administration and management in the public sector. It is not politics although closely associated, nor policy and policy making even though these play a major role in administration and management. The role of administration was clearly on the minds of the founders as the whole purpose of the constitutional convention was to improve the administration of government as they experienced deficiencies with the Articles of Confederation.
