ABSTRACT

Policies that seek to govern the rapidly evolving place of technology in education systems require equally evolutionary analytical tools. In this chapter, I encourage those who seek to analyse policy to be attentive to the ‘matter’ of policy by considering both its materiality and performativity. Using the example of OneSchool, a data infrastructure used in the governance of state schooling in Queensland, Australia, I show how a range of human and nonhuman actors come together to make and enact policy. I present the bespoke methodological bricolage crafted for this project, which incorporated new feminist materialism to provide distinctive insights throughout the analysis of the development and use of the policy in question. I illustrate the approach in action, by highlighting the effect of policy’s material conditions on school leaders, teachers, and education bureaucrats.
