ABSTRACT

The main objective of this part of the study is to examine and discuss the key challenges facing the modern state in the conditions of a pandemic. The analysis includes issues related to the law-making process, healthcare policy, digitisation of state institutions and key processes carried out by entities of the system of public authority, and the establishment of principles and mechanisms of cooperation between the state and the business environment. There is no doubt that all the above-mentioned challenges are important for the efficiency and effectiveness of the state’s operations in pandemic conditions. The analysis was conducted using research methods appropriate to legal studies, economic studies and political and administrative studies.
