ABSTRACT

None of the treaties so far adopted for regulating activities in outer space deals with the question of cultural heritage. The question is addressed in a set of recommendations adopted in 2011 by the US National Aeronautics and Space Administration and, in general terms, by the 2020 Artemis Accords, signed by 21 States. Useful ideas for a future generally accepted regime could be drawn from some international instruments applicable to the protection of cultural heritage, such as the 1972 World Heritage Convention, the 2001 Convention on the Protection of Underwater Cultural Heritage, and Annex V of the 1991 Protocol on Environmental Protection to the Antarctic Treaty.
