ABSTRACT

This chapter presents the municipal strategy implementation as a mutual trust-building factor in the preparedness process in the concept of comprehensive security. The preparedness process is sustained situational awareness of the resource-based view, which a community-wide network of security actors uses against hybrid threats. The action-presented research started in 2009 and continues. The presented result concerns the case study approach to urban strategies implementation in two Finnish cities. The time of transformational leadership began 03/2009 and ended 06/2022. The results are based on knowledge of management work in the cities’ chief technology office and mayorial emergency management team (before, during, and after the disruptions). The action research showed how collaboration and communication of the participants in the hybrid organization strengthen the ability to implement municipal strategy and manage its impacts. One result of the study is an updated model of the innovative preparedness process.
