ABSTRACT
It is not possible to speak of plurinational constitutionalism without asking the following: What challenged the indigenous movements of the 1970s, 1980s and 1990s? Why did the proposal for a plurinational state arise? What lies behind the proposal for the plurinational state and the Constituent Assembly? This chapter aims to differentiate between plurinationality from below and from above.
