ABSTRACT

This chapter aims to provide a picture of the tripartite cooperation process, which is examined against a neoliberal institutional analysis to assess the efficacy of this attempt at institutionalisation, by analysing documents from the digital archives of the Tripartite Cooperation Secretariat. In the end, the chapter provides the implications for South Korea's national interests and regional strategy of the limited progress. The chapter concurs with the general consensus around the barriers to deeper political integration, but also highlights some of the lower-profile success stories and the range of dialogue mechanisms that is frequently underestimated in scope.
