ABSTRACT
This chapter examines the balance of government and household costs within the public education system in Cambodia in 2017. The chapter analyzes the costs at the lower secondary level and explores the differences between urban and rural households. The chapter finds that there has been a significant reduction in the burden on households of financing lower secondary education. However, these changes have not translated into a net increase in enrolments, one of the areas for action that the chapter also highlights.
