ABSTRACT

The implementation of the Sendai Framework guidelines requires a systemic and process-oriented approach to security organisation at all levels. As preparedness is determined by social factors and political conditions that vary, the process requires change management. Disaster risk reduction often requires changes to existing political systems or the definition of new security policies and strategies. By overseeing the implementation of these objectives, United Nations Office for Disaster Risk Reduction (UNDRR) supports countries in this regard. By monitoring the implementation process and initiating new solutions, it provides the necessary assistance at local and national levels. The aim of the chapter is to describe the case study of Ukraine, providing an example of the practical implementation of some international emergency mechanisms, as well as good practices related to relevant strengths, weaknesses, opportunities, and threats.
