ABSTRACT

This chapter presented a detailed study on the involvement of international emergency mechanisms to shape national security regarding the practical aspects of disaster risk reduction. The study focused on situations in Asia, with the principal attention being paid to international emergency mechanisms that came into operation as a result of the earthquake in Turkey (2023). The main motivation behind the chapter was to present regional conditions of the mechanisms operation and disaster risk reduction. The objective was dedicated to providing a number of conclusions suggesting possible ways to use this knowledge in future real-world situations, taking into account Turkey and other Asian countries. Analysis of the mechanisms’ strengths, weaknesses, opportunities and threats in the context provided justifies that the implementation of international standards can reduce risks generated by a disaster both before and after it occurs. This may also facilitate the organisation of international support and preparing local security entities to face a disaster in the most effective way. However, the shaping of national security through the use of international emergency mechanisms should respect cultural, religious and historical determinants as not all of the solutions discussed have a real chance to be implemented from non-disaster reasons.
