ABSTRACT

Across the world, to achieve the education goals, there has been a shift from school or teacher-centric approach to learner-centric approach. Policy sets the foundation on which relies the education system and the achievement of learners' education goals. It is important to understand the context and global priorities to get a wider purview of learner-centric approach in different countries. Under a similar approach, the paper conceptualised the policy framework through cross-country comparison (Sweden, Finland, Japan, China). The four major themes i.e., access, equity, quality and financing of education are chosen to review the education policies of diverse nations. Based on the secondary literature, the attempt is to make policy analysis on the four-learner-centric above-mentioned indicators. The motive is to broaden the horizon of the Indian learner-centric approach through drawing learning lessons from other countries. The paper critically analyses the education policies of different countries and assess the critical gaps to identify the strategy areas for improvement in learner, especially in an Indian context.
