ABSTRACT
This chapter discusses how health needs are assessed, who is involved in the assessment and how decisions are made around services and interventions. Types of need are explored and how much power the public has to shape services. There is an activity for the reader around the rationing of care. The science of epidemiology is introduced with definitions of key terms and an explanation of common study designs used in the field.
