ABSTRACT

Indemnificatory rental housing (IRH) is a new type of social housing proposed by China in 2020. It has been incorporated into China's housing security system to solve the housing difficulties of young people, new citizens and urban grassroots workers in cities with a large net population inflow. As a city with one of the highest net population inflows, Shanghai is actively developing the construction of IRH and attempting to establish a comprehensive, integrated management mechanism for IRH in four areas: planning, construction, management and service. This chapter examines Shanghai's existing public rental housing management mechanism, determining its operation mode and the relationships between each department. It then investigates and analyses the current development status and problems of Shanghai's IRH from four areas: planning, construction, management and service. Based on a summary of the management mechanism of affordable housing in developed countries, suggestions for building an integrated management mechanism in the four areas are provided to promote the development of IRH.
