ABSTRACT

This chapter introduces a new conceptual lens, viewing the operation of the UPR as a form of translating utopian theory into practice for international human rights. According to the authors, understanding the UPR as a practice of utopia brings together multiple processes (including the treaty bodies, special procedures, UNSDGs, etc.) for promoting global change. The authors contend that viewing the UPR’s modalities through a utopian lens leads to the recognition of the spectrum of opportunities for the protection of human rights and that, through the UPR, the UN offers a way out of dystopian practices which are curtailing and violating human rights.
