ABSTRACT

This chapter undertakes a quantitative analysis of UPR recommendations across the first three cycles to determine if the trends observed in the earlier cycles have continued and the lessons learned on how the UPR has evolved as a global mechanism for the promotion of human rights. The authors examine the value of the UPR process against key metrics including the number of recommendations made, state responses to the recommendations, and the action category of the recommendations. They contend that the UPR process overall has substantive merit and that there is a correlation between state adherence to democratic values and a more robust utilisation of the UPR process.
