ABSTRACT

The billboards carry either direct quotations from the two Green Books authored by Col. Mu’amar Qadhafi, the leader of Libya, or statements offering explanations or expressing support for the two books. In his two Green Books and in his speeches, Col. Qadhafi preaches what he calls Islamic socialism. He is a devout practicing Muslim who believes in the universality of Islam—Islam which is both religion and state. He is a “thinker” who feels he has succeeded in unlocking the truth of God’s word as it was revealed in the Qur’an for the benefit of mankind as a whole and the world at large. Qadhafi was stressing Islam in Libya, a devout Muslim country. And not surprisingly, at the last meeting of the Fourth General Peoples’ Congress, Libya’s supreme legislative council, in Tripoli in December 1978, a resolution was passed stating that one of the grounds for the abrogation of Libyan citizenship is a person’s abandonment of Islam for another religion.
