ABSTRACT

Society requires something more than wealth; it would not be complete if it contained nothing but owners or capitalists and productive labourers. The guardians of the nation perform a necessary labor which deserves reward; they can in other respects belong to the wealthy class, and as such have an income derived from property. But, as guardians, they work, they are workmen, and their income consists of the annual value of their work. However, this income is not paid to them, like that of the other working class, from the national capital. And it should not be. That capital must not in any way be destroyed, it can only be exchanged against material goods which represent it in its totality, and the product of the guardians has no substance, it is not capable of a new exchange which perpetuates it.
