ABSTRACT

This chapter gives a brief survey of the concept of planning in the Jamahiriya society, compared to models of planning found in other countries. It surveys the social and economic changes and development witnessed by Libyan Arab society during the last 35 years. Planning, in the field of development, means various arrangements and programmes made to fulfil developmental objectives at social and economic levels. The decision concerning the determination of the society's needs, as well as the means, and the ways in which these means are employed to meet the society's needs, is an issue which concerns all citizens. The post-Second World War period has been a period of change in Third World countries. This is because these societies have experienced, in varying degrees, many changes on the political, social and economic levels.
