ABSTRACT

Science policy, research management, and advice to government take specific forms in various countries. In the second half of the 19th century, Hungarian scientific life developed gradually within the Austro-Hungarian monarchy. The Hungarian Academy of Sciences as an organization has played an advising role for the government since the early twentieth century by offering its opinions on important questions of education, culture, etc. The State Committee for Technical Development was created by the Council of Ministers in 1961. Its main tasks are to put into practice the government’s technological development policy, to initiate and prepare government decisions on technological development, and to participate in developing further economic management and planning. Since 1949, there has been a one-party system of government in Hungary. A review of the situation in Hungary shows that scientific advice to governmental activity is given on several levels and in a decentralized way.
