ABSTRACT

As America begins to look past a bruising two-year presidential election, one thing all sides agree on is the need for a starkly different approach to trade. Donald Trump became the first Republican nominee in nearly a century to embrace higher tariffs as a general defence against low-cost imports. None of the leading contenders for the nomination of either major party – neither Ted Cruz nor Donald Trump, nor Hillary Clinton nor Bernie Sanders – supported President Barack Obama’s signature trade pact, the Trans-Pacific Partnership (TPP).
