ABSTRACT

This chapter is largely based on a paper written at the beginning of the pandemic in April 2020 and that still retains its salience. The politics around the proposed Community Health Resilience Plan (CHRP) described in Chapter 9 is the same as the politics in April 2020, with one major caveat. In that early period of the pandemic, Dr Goldfield hoped that with the incoming Biden administration, a restructuring of our health system could occur at a national level. The tragic reality is that there is no chance that the proposal described in Chapter 9 can come to pass at a national level—this even though any number of experts have published, in light of the pandemic, reports advocating on a national level many aspects of what Dr Goldfield proposes for statewide implementation. State-wide implementation is possible, but the politics are still formidable as discussed in this chapter.
